Torjus Midthun Otterbech

Torjus Otterbech primarily works with public procurement, competition law, and EU/EEA law.

He has served as a deputy judge in the district court, where he gained broad competence and experience in court proceedings, including main hearings, interim measures, judicial mediation, arrest, evidence preservation, bankruptcy, and enforcement.

Torjus wrote his master’s thesis on public procurement law, entitled:

“What constitutes a sufficiently serious breach of Norwegian and EU/EEA public procurement law in damages claims considering the Fosen-Linjen Saga?”

He also completed a specialised Master’s degree in Competition Law at King’s College London, where he studied advanced courses in Public Procurement, Competition Law, State Aid, and the EU Internal Market.
