Helene Erøy Bilet specialises in construction and manufacturing contracts, as well as public procurement. She works primarily in the energy and industrial sectors, where she assists with the drafting and negotiation of contracts, provides ongoing advice and handles dispute resolution. She has experience in sectors such as renewable energy, onshore industrial projects and offshore.
Helene has had overall responsibility for the implementation of a number of procurements governed by both the Public Procurement Regulations and the Utilities Regulations. This has encompassed both strategic assessments and operational responsibilities, including the drafting of procurement strategies and tender documents, the conduct of negotiations, the evaluation of tenders, and the award and signing of contracts. She assists contracting authorities and suppliers at every stage of the procurement process, and also has experience with appeal cases before the Norwegian Public Procurement Appeals Board (KOFA).
